The problem is not in the starter. Check the starter solenoid/relay switch or look for a loose battery cable connection.
I bought a wrecked Windstar van for parts for when mine needed them. Come to find out my 2000 would not take its engine (99) and some of the other items. I thought it was a 98. I do remember someone stated that the 99 would not fit in a 98 or 2000. Just call an auto part store; they will know for sure.
When I bought my ford windstar it was used and later discovered the sway bar needed replacing. I am not saying that this is your problem but it is worth checking out also check you motor mounts, tires.
