Not sure what you are trying to do. GWBasic is a programming language; Excel is a spreadsheet. If you like, just copy data from Excel to your GWBasic editing program and reformat, as needed.

XLS is the file extension for MS Excel 2003 and earlier. If you want to save something in XLS format, then put the scenario data in Excel and save in Excel 2003 format.

Create the report in a tab delimited format. It may have a suffix like txt or rpt. In Excel use the "Open" command. You will get a panel that allows you to refine where the column breaks are and define the format of the columns. Once this is done the data will be in Excel. Just save as a standard Excel file.
