Where to get raikuo on Pokemon FireRed?
there is no specific place to find and or catch raikuo because it travels around all the time but a good method for catching it is get a Pokemon that is about lvl 40 and walk around with a repel active that way if raikuo Is in the area that will be the only one to show up. or any of the legendary dogs. also if you wound any of them and they run away before you can catch them the next time you see them their health will remain the same makin it easier to catch the next time you encounter.
Can you get raikuo after beating the elite four once?
No you can not in ruby, saphire, or emerad, only in fire red, leaf green, or HG, SS

After you've met them in Burned Tower they will roam freely in Johto. They'll appear in the grass randomly.

Where do you find raikuo on Pokemon FireRed?
Raikou can be obtained after beating the elite four, if your starter was squirtle. Raikou is found randomly around the world, so to first find it will take a while. As soon as you first see, you'll be able to check you pokedex to see where it currently is. A trick to catch it: It switches routes every time you switch routes/cities, so stand on the border of a city and route and cross over consistantly, checking your dex to see the pokemon's location every time you cross. You'll eventually find it in your route.

well u can find entei and raikuo in the water next to whirl islands, after u catch lugia they r in there fighting and u can battle and catch both of them at the same time, first throw a masterball nd u will catch both of them in the same ball, the ho oh willl appear and u run away from it

In the second generation of Pokemon, you can find him randomly in the grass, althoguh he will run away in his first turn. You need a very fast Pokemon in the first slot of your party, and the first time you meet him in the grass should be around ecruteak.
In witch city is raikuo the most in fire red?
Riaku isn't in a certain place the most but i know a great way to catch him. Go to a place that he appears in. stand next to the route/city separation building and check the pokedex. if he isn't there go in then out again from the building and check again. keep doing that until he appears in that area then try catch him. if you haven't seen him yet and he is not on your pokedex i suggest you go down from Saffron and search there every hour or something. that's where i found him and caught him. if you never see him there forget about him and he should randomly turn up. that's how i found him. P.S. he is a Pokemon that flees in battle if you didn't know so if you try to attack his HP down you will only be able to hit him once then he will run. so its best to use the master ball though i didn't cos i wasted mine on zapdos
