Inner tie rods do not leak oil. Unless the rubber boot around them is cracked you would only see old grease. Tie rods don't contain oil. Somebody is trying to rip you off.
I do not know what an inter tie is. Are you sure this is what you were told? You can have a oil leak without is dripping to the floor. It may be leaking on the exhaust and burning away. You would however see smoke when you shut the engine off.
I had the same issue with a 2001 Alero and the Oldsmobile repair shop installed some sort of deflector inside of the door. Not sure what or where exactly but that is what they told me.
Does your jetta have a rear spoiler? I was told that mine was leaking like that and that the spoiler was leaking. I haven't fixed it yet though.
im guessing someone has told you that you have a 'leaking valve cover gasket'. the valve cover is normally on the top of the engine,above the pistons, sometimes its where you put the oil into. The gasket is where the cover joins with the block.

You should replace it the radiator to play it safe because theres a good chance that it may be leaking or will leaking but check with your dealer or autoshop.

THE GARAGE WILL TELL YOU THAT THE BUMPER NEEDS TO COME OFF..I HAVE BEEN TOLD BY A VERY GOOD SOURCE THAT IF YOU PULL THE WATER FILTER HOSE OF THE WATER BOTTLE YOU CAN GET TO THE BULB..SO NO BIG BILL FROM THE GARAGE...
