Your 05 corolla ce has never gotten over 32 mpg no matter how easy you drive is this normal given the epa rating is 38 and 41?

Depends on elevation of where you live and climate. 38mpg that they get, is tested in perfect condtions. If you live in a hot climate, that means the motor runs hotter and burns more fuel. Also if you have larger tires than stock, it causes worse mpg. Could really be any of a number of things, but just hard to say. Or you could also try and run a bottle of fuel injector cleaner through the fuel system to unclog the fuel injectors.
