She is a minor and cannot move anywhere without parental permission. And since she is a minor her parents are also obligated to care for her in every way, including financially. Does not sound as if you can afford paying extra so she can live with her friend. If she was emancipated she would have to pay for it herself and she would probably end up on assistance unless she had a good job. It is not something to be ashamed for. You never know in life when you will need help. She should be old enough to understand that by 17. If she wants more money for herself she can get a job.
