I'm not sure what you mean by acts like it is running out of gas....a car runs fine until it runs out of gas...at which point it stops and won't start again until you put gas in. There is no difference in the way it acts on the first or last drop.
They are both very important. But a clogged fuel filter will stop the engine from even running. A clogged air filter will hurt performance and mileage but will not stop the engine from running unless it is totally clogged. Replace the air filter every 30,000 miles and the fuel filter every 50,000 miles.
Clogged fuel filter or failing fuel pump. Replace the fuel filter and see if that helps. If not have a fuel pressure test run to see if the pump is failing.

I would start by checking the fuel filter and fuel pump
maybe throttle postion sensor or fuel pump or fuel filter or oxygen sensor
If it has had a tune up and the fuel filter has already been replaced, have the fuel pump pressure tested.

If the filter is mounted in the fuel tank, no. It is replaced when the fuel pump is replaced. If the filter is mounted in the fuel line it should have been replaced every 50,000 miles.
