make sure that trans is in N if that dont work turn car off then shift to 2wd or 4wd
need more info.. is it a manual 4WD that you have to pull the lever on the transmission hump to engage the 4wd or is it push button 4WD?
4L is the low gear in 4WD, 4H is the high gear. Most of the time, 4L is all you'll need to get out when stuck.
The blazer could have trouble with the shift switch. The shift solenoid could be defective as well. Check both of these for problems.
Shifting from 4H to 4L (and 4L to 4H) 1. Bring the vehicle to a stop. 2. Depress the brake. 3. Place the gearshift in N (Neutral). 4. Move the 4WD control to the 4H (or 4L) position. Shifting from A4WD to 4H Move the 4WD control from A4WD to 4H at any forward speed. Shifting from 2H to 4H can be done at speeds up to 88 km (55 mph).
IF the system is working correctly, just put the gearshift in Neutral. Press hard on the brake, and turn the switch to 4H or 2WD. The Ranger and most other 4WD's will shift on the fly (in Drive) to 4H (4-wheel High), but require the gearshift to be in Neutral in order to shift out of 4L (4-wheel Low).
I believe you will still have to shift the truck into 4wd inside the cab after locking the hubs on the wheels...I can't remember what year my Dad's F-150 was but he had to lock the hubs on the wheels first then shift the manual shifter inside the truck into 4wd to engage the 4wd feature. If there isn't a manual shift inside the cab, I give!
its on a 98 dodge ram with a manual shifter shifts fine but dose not engage
First, make sure it has 4wd available. Second, check to see if you have to be in gear to shift into 4wd. Some vehicles must be driving to switch. They may also have limits, like driving below 30km/h. Finally, it may be worn or rusted so that the second differential does not engage.

I believe the 4wd unit (or transfer case) must be in gear. If your vehicle has an owners manual, the answer is there. Also, there should be some indication, via a sticker on the dash or a diagram engraved directly on the 4wd shift lever, of which way to move the shift lever to engage it with a particular gear. For instance, on some vehicles, if the 4wd shift lever is all the way forward it will be in 2wd HI. All the way back might be 4wd HI. And half way back might be 4wd low.
