MY Buick HAD A SIMILAR PROBLEM. IT CAN BE CAUSED BY EITHER THE CRANK OR CAM SENSOR. BOTH SIGNALS ARE NECESSARY TO FIRE AT THE CORRECT TIME. THE ERROR CODE SHOULD TELL IF THAT IS THE PROBLEM.
If the outside temperature gauge is not reading the right temperature on a Buick Regal, perhaps it has become damaged. It can also not read the right temperature if it is wet or covered with dirt or snow.

Hazard light on the 1991 Buick Regal is on the right side of the steering column. It is an unassuming black rectangle which slides up to activate.
Drop the fuel tank, then it's right there.

Look at the rear of engine right side
Probably under the glove box or on the inside right firewall.
GOTTA GO FROM THE BOTTOM RIGHT BY THE TRANS RIGHT ON THE FLY WHEEL 2 BOLTS VERY SIMPLE.
Its located on the passenger side of the dash right next to the door.
Under your hood there should be a diagram. a sticker on top of the radiator...in that area. If not you could probubly google "Belt diagram for 1998 buick regal" image search. make sure you get the right diagram for you motor.
under the cover, right side. there some letter on the sensor <ab?>
the fuel pressure regulator should be right on the fuel injector rail
