Maybe need new spark plugs? I'm not an expert, but that is what it sounds like to me.
I am having the same problem with my 88 wrangler and just changed all my spark plugs so that shouldn't be it.
Hey guys, I have a '98 wrangler and I have this similar problem ... and its a fuel pump issue. Sounds like your vehicle just isn't primed and after you turn it off and start it again its primed.. check your fuel pump.

The light should be on before starting, and for 3 seconds after starting, as a bulb check.

If the boat has a blower for the engine compartment, TURN IT ON for several seconds before starting the engine(s), to clear out any fuel fumes that might have accumulated.
