Your Westie wouldn't forget to stop drinking water, he would continue drinking until he doesn't feel thirsty any more.
By one year old their fur should be full. Like many very furry breeds, Westies do go through an "uglies" stage where it seems like they will never be in full coat, especially the thick ruff of hair around the face seems to come about slowly. But do not worry!! The fur WILL come in and your Westie will be in beautiful full snow-white coat by one year in age.
Yes, it seems that George Clooney has given up drinking. He has mentioned that he is no longer drinking in several interviews recently. He is known for his movies and for his good looks.
Westies are incredible, loving dogs. They will enjoy simple time with you, even just sitting with you as you watch tv. We have a Westie who can see certain things on the tv, like the roaches in an Orkin commercial. She will jump and chase the bugs on the screen. Totally true; totally fun. If your Westies seems heavy in your lap, take it out for frequent walks. It will give both of you quality bonding time.
It seems unlikely, as they'd lose federal highway funding if they lowered it. They could, I suppose, raise it, but this also seems unlikely.

Not realy. But they have little bumps where it seems as if they are suppost to have them. They may have some little stubles

The thing everybody seems to forget is to press enter. That's all.
The culture, the sights, and the 18 drinking age seems to bring a lot of people.

Your own mind. (Ironic as it seems.) it's the experiences that we never experience.
