it happens when the your system (PC) is:
1. kept in a room from where the dust particles comes in max which results the CRT monitor in the stage of not showing nothing on the screen.
with TFT & LCD's it doesn't happen
2. or it may be a wind/air means when you have kept your system near a window from where the air comes in & out
so when these particles comes inside your system's cabinet it attacks first the CPU through which the speed of rotating decreases and makes a noise during running........
so keep your system clean dust free.
that's why the computer shop tells you to purchase a dust cover for your CPU (cabinet)
but also take this precaution that:
while switching your PC remove the dust cover so as the Temperature inside may not be too hot........
to survive...

But really, if you are posting a question that vague on here about something complicated like that, which requires jargon and a lot of time troubleshooting. You are never going to fix it yourself. You need to take you computer to a local computer shop. Dont go to best buy or any chain store like that.
