I'd guess that the setting for the keyboard layout was changed from Qwerty to Dvorak. Here's how to check and change it back:
For 2000/XP Users: Start > Settings > Control Panels > Regional and Language Options > Languages>Details > Add. Select English (United States) for language, and Make sure that Dvorak is de-selected from the list. Hit okay, click the Language Bar button, enable the language bar, hit okay, apply, and you're done!
For 95/98/NT users: Start > Settings > Control Panel > Keyboard > Language >Properties (from here, see the procedure above).
Obviously your keyboard is the thing that is set to the wrong language. If you have a foreign keyboard and you don't have the Windows font for it(i.e. a Korean or Japanese one), CS:S won't know what the heck you are typing.

well qwerty keyboards are different form abc keyboards to tell if the keyboard is qwerty or not look along the top row of letters abc keyboards will say abc at the top qwerty keyboards will say qwerty at the top sorry if this is not the answer you want wrong! The answer is, that QWERTY is the first Six letters of the keyboard on the top left side.

this answer-"well the keyboard i have has 45 notes on it and i just checked so it is the correct answer. " is WRONG! The amount of keys on a Keyboard varies from keyboard to keyboard. A keyboard could have about as little as 5 keys, and as big as 88 keys. A full keyboard, or a piano has 88 keys
Pressing f4 does not insert $ signs in a formula
