take him to the vet it could be a tumor and tumors can be cancerous it could actually be a tick that has become so big from blood intake. tumors on dogs usually don't appear as red, but are underneath the skin as a bulge. when otherwise i have only seen them as white growths. try taking a sharp sterilr object and pking the growth to see if there are nerves in it. if the dog doesn't react it is probably a tick. you can also look up a picture of a large tick online to see if it matches. hope this helps.
