Many times this is because they wish to eat with you. If you stand next to the bowl - then will dog eat from it? If you did not raise the dog from puppy - then it was to get food from others who took over the bowl and did not allow dog to eat from said bowl. Two possible issues as to why.
I'm not a vet, but if it were my dog, and this is unusual behavior for it, I wouldn't go more than 2 days without calling the vet.

Well my Maltese did that and we had to put like crackers mixed in with the food... that worked and one day we found out by rolling a piece down a wood floor and she thought it was like a treat and she would play with it and then finally eat it..... !!!! it REALLY works!
My dog used to shy away from tap water and would prefer to drink from the fish pond We fixed the problem, by covering the fish pond with netting. He got thirsty so he drank from his bowl. Really though as long as the dog is drinking water somewhere it should be fine. As long as his water source is not something you don't want him drinking from, ie fish pond, than his thirst is quenched. Keep supplying fresh water daily in his bowl though; he may want to start drinking there later. If your dog isn't drinking anything at all you need to take him to the vet immediately or run risk of losing him.
For the food though, only feed him in his bowl. He will eat when he gets hungry. Put the food in his bowl then leave it. He might not want to eat in front of you. My dog was afraid of eating in front of me at first. He still hides when he eats his food. Try putting meat in his bowl he may change his mind about eating from his bowl. Again though if he isn't eating anything at all anywhere. Take him to the vet, there might be something wrong such as a tumor if he is older or he might be having constipation. Try using a Kong (sold in pet stores with toys). You stuff it with kibble, and it is rubber so it doesn't make as much noise as food bowls. Also, it's not shaped like a food bowl. My rescue dog is finally eating a normal amount of food. My dog is also afraid to drink out of a bowl. She will drink from puddles. I'm trying a jelly roll pan, and might also try those pet water bottles like hamster water bottles.
Maybe you should try changing its kind of food some dogs prefer one dog food to another or they could just not be hungry if this is the case leave their food where they know it is so if they get hungry later on in the day they can come back to it.
I have a dog and you should check your dog for he could be sick and animals don't like showing that they are sick, because in the wild, if they show they are sick then they are vulnerable to attacks.
You can try some other food,something to lure him in.Like soft food,or treat's mixed with his food.There may also be a stomach problem.The best thing to do is to take him to the Vet.

You should take your dog to the vet right away. Our dog was doing that and we found out she had swallowed something and it was lodged in her intestines. She had to have it surgically removed.

Your dog should drink water as soon as it is thirsty. If it goes more than 12 hrs. without drinking water, take to a veterinarian. Nothing alive can survive w/o water.

Swimmers should drink drinks with lots of protein in. Or it should also be a drink with vitamins in it.
