I either dump 3 quarters of the water out then let i fill up with a slow drip or I just let a slow drip deliver the oxygen without dumping some out first.

A rule of thumb is to have no more than 1-inch of fish per gallon of water and that your tank should have the equivalent surface area of a cube of that volume. Oxygen and carbon dioxide exchange at the surface so a tall narrow tank has correspondingly less surface area. You can make up for lack of surface area by using an air pump and air stone or you can put fewer fish in the tank.

Filling a typical fish bowl all the way full causes less surface area to be exposed and allows the fish to jump out easier. Keep the water level about 2/3 of the way to the top.

Temperature also affects the solubility of oxygen in the water. If your goldfish bowl is left sitting in the sun your fish will suffocate as the temperature rises to much over 80 degrees Fahrenheit.

If you see the fish coming to the surface to gulp air you know that you don't have enough oxygen in the water.
