If it is a new assembly, then yes. The technician that assembled the bike is required to do a test ride to ensure the bike is safe for the customer to ride and to ensure all systems (i.e. starting, ignition, and charging) are functioning properly.
I worked as a "set up" technician at a Harley dealer and it was requirement to assemble the bikes, adjust belts, clutches, cables, and also to test ride the bike around ten miles and then check idle spped after the ride. It is on the set up check list to do that so most bikes will have ten or more miles on them new. I did have customers that requested this test ride not be done. Harley frowns on that and it may have an affect on warranty issues later on because they can say the bike was not test ridden by a tech to make sure there was no problems.
