It sounds as if you have an electrical problem that needs to be checked. You may even have the wrong fuse for your brake lights.
something on that circuit is shorted, the short needs to be repaired.

Blows cold air through the heater. Overheats. Bubbles/oil in radiator. Check spark plugs for condensation on plug tips.

Dissconnect the battery for 1 hour and reconnect, should re-set the flaps!
