IF YOUR TALKING ABOUT YOUR A/C OR HEAT, YOU HAVE A DEFECTIVE BLOWER MOTOR RESISTOR
It sounds like the low beam/high beam switch is bad. Fuses are not the problem since they are built into the headlight switch and would cause headlights to blink or not come on for both high and low beam headlights.
On my service DVD i cant seem to find a low pressure switch. i did find a AC refrigerant pressure switch i dont knwo if its the same

if you've tried hitting the high/low beam switch & headlights are out on both, then a bad headlight switch or headlight switch plug or high/low beam switch plug not fully engaged.

The switch is broken. You need to replace it.
Which plastic part inside the steering wheel did you replace? The turn signal switch? High/Low beams are controlled by a small switch mounted to the left side of the steering column. You may need to adjust it properly, so that the metal rod comes in contact with the switch, and pushes it far enough to engage (but not too far to bottom out).
