Which plastic part inside the steering wheel did you replace? The turn signal switch? High/Low beams are controlled by a small switch mounted to the left side of the steering column. You may need to adjust it properly, so that the metal rod comes in contact with the switch, and pushes it far enough to engage (but not too far to bottom out).
should be a cam inside the steering column that interfaces with the turn signal lever to shut off the lights. It's most likely broken (most are plastic) and needs to be replaced.
Clicking inside the steering column on the 1998 Plymouth Voyager sounds like a steering pump problem. It could also be that the steering box needs to be replaced. This should be looked at by a reputable mechanic as soon as possible.
it's located inside the steering column. Remove 3 screws on the lower steering column cover. Its the white plastic on the oposite side of the ignition.

The clock spring would be inside the plastic steering column cover ( it allows you to turn the steering wheel without " breaking " the wiring connection to your horn and steering wheel mounted cruise control buttons )
Most hockey balls are made of plastic with a hollow centre, or a cork centre surrounded with a plastic shell. If you ask because you hear it rattling; part of the inside has spalled (a small piece has come off the inside due to the shock of a hit, and is free to move), and should probably be replaced.
most likely needs new bearing on the steering shaft inside the steering column. easiest to get specialist to do it If it is excessive, often times the case needs replaced. Not an easy task but do-able. Some special tools, other than a steering wheel puller, are required.
It sounds like your ignition switch will need replaced. The one that is inside your steering column.
have you replaced the dimmer switch? if not that may be the problem. I had the same problem in reverse( brights worked but headlights didn't) water damaged the dimmer switch on the steering column once I replaced it all was good.
inside the transmission bell housing
The shifter linkage bushings inside the steering column need to be replaced. They are available at your local Ford dealer.
grinding means the bearings inside steering column are worn out go to a steering column specialist to have them replaced if you leave it to long, you will also need new shaft in column, then the cost will go up by about 400 bucks
