yes i have a horse that trips a lot and she drags her rite back foot. if it is a young horse it is propabably just not very balanced, she may not have enough muscle to help support herself, this doesnt mean that she will fall other, just that she needs more muscle and balance - which will come with age. If not then call a farrier/vet/knowledgeable-horse-person to have a look.
If your horse is scraching it's back feet when riding you need to either get splint boots or bell boots. Look it Up...
