This could be a number of things, here's some stuff to think about.
This is most often caused by a loose RAM stick. Laptops get banged around a lot in the normal course of things and if they get banged in just the right way its possible to jar one of the RAM sticks loose. A computer without RAM (or with unseated RAM) will exhibit the exact symptoms you describe. With the machine unplugged and battery removed, open up the RAM access panel (usually a small square panel on the bottom held on by 2 screws) remove the RAM and re-install it.
Try starting it in a variety of power configurations. Does it work okay when its running on battery power? plugged in? If not, howabout if the battery is removed? If the battery has gone kaput, the system may boot fine as long as the battery is out, but not work at all with the battery in. If the power supply has gone wonky, the system may boot fine on battery power, but not when plugged in.
Additionally, if the hard disk has died in a major way it could conceivably cause what you're describing. To check whether this is the case, you can remove the hard disk (this may or may not be trivial to do, depending on your make & model) and trying to boot the machine. If it comes on and gives an error message about the missing hard disk, then you'll know that that was probably your problem.

There is, but you'd have to remove the top cover. If the laptop won't turn on try this. Remove the power cord, remove the battery. With the battery out, plug the power cord back in. Try turning the laptop on. If it comes on, then you can put the battery back in.
