The sensor it uses to turn off nad on with the sun goes down/up went bad and needs replaced.

∙ 15y agoEspecially if it is a CLF, compact fluorescent lamp, the ballast may still be holding some sort of a charge. The most common reason would be that the fixture has been mis-wired.

It's because they are not wired in a 3-way fashion. The switch downstairs is wired in series with the switch upstairs in the same manner the pullchain on a light socket adapter would turn on and off your light only when the wall's switch is on.
