Has the instrument light dimmer wheel, beside your headlight switch on the dash been rotated down to the lowest position ? Or, if you mean your warning lamps, I know that on my 1995 there is a 10 amp fuse in location # 11 , in the fuse panel on the driver's end of the dash panel (visible with driver's door open) for the warning lamps.

you may have burnt a fuse, check your engine bay fuse box It sounds like you've got a bad battery. Windows and instrument backlights are on different circuits.

Check your tail lights they are probably out also. Most domestic cars power the dash lights off of the tail light circuit so you will know when the tail light fuse blows. Check the tail light fuse.

Fuse # 1 is a 7.5 amp fuse for the power mirror , power antenna ( in the fuse panel in the drivers end of the dash , the fuse panel cover is visible with the drivers door open )
How do you repair an instrument cluster that wont come on in a 1999 Chevy Malibu?
I had a similar problem with a 1998 Chevy Malibu. I found the PCM fuse in the drivers side fuse panel had no power. I talked to the dealer and aparently the power distribution drawings they have are incomplete. I put a jumper wire between the radio fuse and the PCM fuse. The instrument cluster came on and the engin will start. We are still running on the jumper wire until I can find more information on the problem.

I have the same problem on a 2000 ML320. The power passenger seat stopped moving and the fuse/relay panel has nothing labled as power seats.
