No. However, if you can prove that: (a) the allegations were false and (b) the neighbor knew or should reasonably have known that they were false, you may have a civil case for defamation.

Go over to your neighbor and ask him/her to control their dog by keeping it on a leash. If this keeps happening, put an electric fence that only affects dogs around your yard.
Calling animal control is one thing that can be done about a neighbor's pitbull jumping your fence and attacking your dogs. If your dogs have been injured, you may also want to take your neighbor to small claims court.
