Depends on how smart the keet is. However, I seriously doubt a domestic keet that got loose in the wild has survived for 3 weeks. It's possible, but unlikely.

clip the birds wing and put it on your shoulder and carry it aroiund with you in the house . give it bites of crackers or a treat wile on your shoulder. like a little buddy.

It would be able to talk but it depends on how it reacts to another bird being in the house. I have 3 birds and they all continued to talk when I would get another.
