To an extent! I was stationed in Korea with one of my soldiers. While he was there he married a Filipino woman. She got a military ID card and then she got a passport from the US government. She got her green card on base easily when she got back to the states.

Though the expired passport is not valid, you can still use it as an I.D. to get on the plane, It happened to me a couple of months ago. I lost my drivers license and didn't have time to go to DMV before the trip, so I got to the airport early and pointed out that my passport was expired and told them about my drivers license. I also showed them my insurance card, credit card, and work ID. I had to go through extra screening (which actually got me through faster because they pulled me out of the line), but I got on the plane both ways (and I flew out of Dulles on the way back to San Francisco. I'm also a Notary and you can use a expired passport (up to five years after it expires) as I.D. to get something notarized (in California).
