The pastor is all wrong here. As you must help both church as well as man.

The tithe is Old Testament/Mosaic Law commandment given to ancient Israel. Under this Law ancient Israel was commanded to give tithes to give tithes to the widows, fatherless and strangers among ancient Israel. In essence, this is referring to poor people.
The only other people commanded to receive tithes were the tribe of Levi and the Levitical priests. See Deuteronomy 14:29.
That pastor is incorrect. Nowhere in The Bible does it say a Christian preacher should receive tithes under any circumstances. Besides the biblical tithe doesn't apply to Christians anyway.
When Jesus fulfilled the Law, tithing was no longer necessary. Voluntary giving replaced tithing. See Hebrews 8:13, Galatians 3:13, Galatians 3:24-25, Romans 7:6.
