he's running it to hard.it'll do it every time.
If the oxygen sensors for the 1991 Chevy 4.3 is running rich when it is warmed up it is best to have the sensors replaced. Once the sensors are replaced this should resolve the issue.

probably misaligned your crank sensor.. I'm dealing with the same problem, might need to replace with new and make sure to gap properly.
Did you replace the fuel filter?

Timing chains are designed to last the life of the engine and are replaced when the engine is rebuilt.
The lock/tumbler has to be in time with the ignition switch. I suspect it is not.
