I would remove the starter and take it to a local auto parts store that offers free testing.
Sure sounds like there is a dead-short inside.

If you have just replaced this starter then you probably have it hooked up incorrectly. If it is still the same old starter, then it has shorted out inside and needs to be replaced.
dead battery or bad starter.
Does it turn over? Could be a bad starter solenoid Could be a bad starter Check wiring
There are a few reasons why a 1997 Ford Windstar may not start. It could be the alternator, battery, bad plug, or even the starter.
the starter has failed.
1995 Ford Winstar still wi.ll not start after changing starter. Now power going to it. What can be done?
If you mean that the starter keeps spinning after the vehicle starts), the solenoid/relay switch is not releasing. In the START position, the relay spins the starter to start the engine and should release when the key is moved from START to RUN. Probably needs to be cleaned or replaced.
If the starter keeps running when the key is removed, you have two wires touching that should not be. It can also be a bad solenoid. Either one can start a fire.
The problem is not in the starter. Check the starter solenoid/relay switch or look for a loose battery cable connection.
Weak battery or starter.
my 2001 ford windstar will turn over and make a clanking noise like metal to metal is hitting? Just replaced the starter and had the battery checked what would be the problem?
Right in front of the oil pan (2.8l) Disconnect the battery before getting a wrench close to the starter. The starter has a HOT battery cable runnign directly to it. Shorting this to the frame with a wrench might start a fire, blow up your battery, or both.
