You can lag by keep pressing Alt+Enter which changes the window mode.

It is probably lag. Lag is a term used by gamers when an online game is running slowly due to a large amount of people playing it. Another reason is that your computer it self might not have enough power to play the game properly. Try selecting a lower quality mode or checking the system requirments.
That happens to me all the time. I'm playing modern warfare 2 and my brother starts watching youtube videos and I lag like crazy. Watching videos or having something load can really lag out your game. I have a wireless adapter and I think that if you had a wired adapter it wouldn't happen. But that's just a guess.
A lag occurs either when servers on a video game fill up and the game slows down or screen tears occur. screen tears are when your person is looking or facing on direction.. and then you appear in a different position or location.

It could be that if you are running the programs windowed mode. Programs that are not in focus (Highlighted/Selected) and run background mode which basically means less resources are provided for the program(s) that are not in focus and they will appear "laggy". Or it could be that your computer has power save options enabled after a short period reducing the available resources to your loaded programs. You can check and change this in your power options in control panel(Windows OS).
