You can download a horror wallpaper at wallpaper websites such as Wallpaper Zones, Smashing Magazine, and Zedge. You can also take any horror image and stretch it to fit your screen and use it as a wallpaper.
To set an image as a wallpaper go to Settings>Wallpaper>select the picture you want>select Lock Screen.

On the Home screen, press and hold the Recent Apps key and tap the Wallpapers icon at the bottom of the screen Scroll through and tap thumbnails to view the available types of wallpaper. To apply an image or live wallpaper shown in the scrolling list, select its thumbnail and tap Set Wallpaper.
at first know the Resolution pixels of ur cellphone Screen (for ex: 300X400) and transform ur wallpaper to its size and then u can keep it as wallpaper in ur cellphone www.amazinghdwalls.co.cc
i have a ipod touch screen, in fact am writting this on my ipod touh screen! to put a picture on your ipod touch as your wallpaper you first have to go to settings, after you go to settings go to where it says general, after you have gone to general, go to where it says wallpaper. once you have clicked on wallpaper you should see your pictures or the ipods own wallpapers. just click on which ever you want, then when you have picked your wallpaper just press set as wallpaper and then there you go! hope i helped

When you jailbreak your iPod touch, you can download winterboard themes to also change icons, battery icons, the dock, the lock screen, and much more.
Update to iOS 4.0.1, then go to wallpaper and change lock screen wallpaper and home screen wallpaper. It wont work for iPod touch 3g and under and iPhone 3g and under because apparently it will slow it down all the new features.
