First you need to report your lost passport to the State Department. Call the toll-free number (1-877-487-2778) to report your lost passport. You'll need to complete a form, which they will probably mail to you. Then you must go to your closest Passport Agency, which in Houston is located at the Mickey Leland Federal Building, 1919 Smith Street (4th Fl), to apply in person for a new passport.

Technically, it expires when you lost it, since you should have reported it's loss and gotten a new one. Contact your passport office with that number.
