I would like to know the answer to you question as well. I have searched everywhere for a way to apply for a grant without paying out something. When looking for a business grant it's best to do so through the government agency which will ultimately be providing the money. For example, if seeking a small business grant, go directly to the United States Small Business Association (sba.gov). In general, if someone is trying to sell you information, be wary.
