"In heat" means they are giving off the chemical signatures associated with estrous, which is a change in the bitch that accompanies her ability to conceive. If she's already pregnant, she's not going to be conceiving, and her chemistry is different. It (her chemistry) will say, "Don't bother." Any males that may be interested know by her scent that they cannot impregnate her.

∙ 15y agoBiochemical processes aren't like explosives. There (usually) isn't a definite on and off state. It takes time for the delicate chemical instabilities to be recognized and for reactions to take place. The actual condition of being pregnant is ill-defined: does it begin when the egg is fertilized, when the zygote affixes to the Uterial wall, or when the female at last reacts to the hormonal stimuli? There are instances know where a female has more than one offspring by more than one male in the same pregnancy. Proof that there is considerable biochemical lapse time.
