In commercial building the exterior block wall is used as a finished surface. If you have electrical or plumbing needs you can build a stud wall next to the CMU wall. You really don't need to secure it to the Cmu wall as long as there is an adjoining wall to support it or ceiling joists.

Yes, as long as you do not run it under the floor joists. New electrical code requires that you drill a hole through the floor joists and run the wire through those holes. It cannot be hanging under the floor joists. If you see wires are already running under the floor joists then go ahead and run the wire under the joists attaching it on every other joists with a wire staple. Make sure they wire does not make contact with any metal ductwork or any other metal objects. Match the wire with what is already in the wall outlet you are jumping off of. If it is 12/2 then use 12/2, if it is 14/2 then use 14/2. Never mix wire gauges.
You can do it with about 300 mm but you have to keep in mind what direction you are running the floor joists in. That way you will have to drill fewer holes in them.

No but you do need to study about plumbing. You can find places where you learn imparticuarly about plumbing.
You pull up the existing flooring with crowbars and hammers. Then smooth out the bits of wood and staples left sticking out of the joists. Hard work ! Replace with good quality plywood,same thickness when all joists are smooth and you have replaced plumbing, insulation or whatever else you went under to repair.
