When I hear about a Title for a vehicle I think either clean or salvaged. I've personally never heard anyone use the term "Regular" for describing the title. Also someone could be meaning that they have the "regular title" for the car, which would mean they have the paperwork for it, which ON THAT paperwork it would show whether the vehicle is clean or salvaged.
You cant make a salvage title clean in any state. Once it has salvage on it, it can not be reversed.
Once a salvage title always a salvage title. You may get totaled/reconstructed or some other wording but the car will never be clean again, it will remain branded and it is illegal to do otherwise.To remove the 'salvage' on the title would defraud the next buyer. It would be unethical and probably illegal.
No. Every vehicle has to have a title , I believe after 1972. The vehicle cannot be transferred unless there is a clean title to it.
