Our dogs love (used, eugh) tissues, and we have to make sure to quickly dispose of them in a bin before they lay their paws on them. They love to chew and destroy them, and I guess it's just one of those playful if annoying habits.

However, if your dog will not surrender the tissue to you when you want to take it off him, this can be a serious issue. As the dog's "master" or pack leader he should back off and let you pick up the tissue.

My advice: Do not pull the tissue out of his mouth or snatch it away from him.

Instead, stand straight and authorotatively in front of him and tell him to "back off" or "let go" or whatever your command is. If he tries to run away, block his path. If he does not back off, walk towards him and "claim" his space and the tissue by body language rather than taking it away. You should only pick up the tissue once the dog has got the message and has got up and moved away from it.

Anything else can be interpreted as play or (very bad) as a challenge.
