The treaty of Versailles blamed Germany for causing the war (WWl) and everyhing that had happened in it. At the conference which decided the terms of the treaty, Germany was not permitted to speak, while France and England were. Part of the arrangement was that Germany had to pay off all war debts and damage for the other countries, as well as trying to pick its self up. Germany was then thrown into the Great Depression. Anger built up at those other countries over thefollowing years, and then Hitler came along promising revenge.
