Canada had difficulty in sending soldiers to fight in Europe, and they suggested that if people were willing to volunteer/join the army, then the government promised that they would not conscript those soldiers. However, they will still be part of the army and will be drafted to front-line security at home. Hence, this was a title used to describe soldiers who were in army, so technically they would be dead, yet, they were alive (because they weren't actually participating in war in Europe).
