Normally, if you need to get a copy of a birth certificate, you would be required to contact the Department of Vital Records within the state in which the person in question was born. However, if the person in question was born on a naval base, located somewhere outside of United States territory, they will need to instead contact the American Consular Office. The ACO will be able to issue you a certified copy of the necessary proof of birth. Officially, this document is known as the Consular Report of Birth, or the FS-240.

1. Compile a letter in which you explicitly state you are requesting a birth report, of the FS-240. In here, you should include the reasons for your request, the date of birth, how many copies you require and both your current phone number and address.
2. The letter should also entail specifics regarding the birth child, such as all known names he or she may have acquired through birth, death, marriage or adoption, as well as any relevant dates, birth, death and marriage, any locations and both parents’ names, dates and places of births.
3. Don’t forget to include passport information. This would include the name on the passport, the date it was issued, the date of inclusion and the passport number itself. Be sure to include information about both the current passport and the passport that was used to first enter the United States.
