Yes otherwise it would not pump.Now it should not be lose, but with some effort it should move then retract the the position before you moved it.

Pull the hood release lever that is to the right below the sterring wheel. This will pop your hood a little bit and then on the body of the car, right in the center on the black metal, you will feel a lever, move it towards the direction of the driver. I found this in my owners manual.
The first thing you may notice is the engine will become hard to start.
