People joke about calling themselves a master of the janitorial arts if they provide a janitorial service. It's a cute joke, but it's a lot closer to home than they probably think. Providing janitorial services does require some skills. You need to be efficient, effective, hard working and dedicated to the job. A lazy, inexperienced janitor will spend all night working on a floor that takes a pro about a half hour. Make sure that you hire a janitor who knows what he or she is doing. Don't just assume that you should hire the cheapest janitor you can find, hire a pro.

If you are talking about the wand skill, any caster class (Priest, Mage and Warlock) starts off with the Wand skill, allowing them to learn and use a Wand. Only they can use wands, other classes cannot. You become a master in the Wand skill by being level 80 and using your wand often enough to reach 400 skill. This counts towards the "Master of Arms" achievement.

There are bonuses, but you must not have enlisted before, these are called non prior service bonuses, and they aren't just available to anybody who decides to join; your enlistment bonus will be determined if you have a critical skill that the Army needs. If you have that skill, you get the bonus. There are other bonuses available once you are in, but for enlisment, you must have no prior service and must have a skill that the Army needs.
