It would depend on the vehicle. If the vehicle has a carburetor, the pumping action primes the engine with fuel to help start the engine. If the vehicle has fuel injection, pumping is not required.
Does this vehicle have a carburetor or is it fuel injected? In any case start with looking for vacuum leaks.
To start a Saturn after running out of gas, a little ether sprayed in the carburetor might help. Another way to start a vehicle after running out of gas is to pump the gas until it gets enough to start.
It is possible that all the vehicle needs is a tune up. One of the most common problems with a vehicle that will not start is a clogged fuel filter.
I like to spray carb cleaner on a lint free rag to clean out most of the intake first but you can spray some inside just try to get most of it out if you sprayed alot inside wait a few minutes so it can evaporate before you start your car just incase it ignites.OTMAN Carburetor cleaner is designed to remove heavy varnish and gunk from the inside and outside of a vehicle's carburetor. If the carburetor is not cleaned periodically, it will begin to affect the vehicle's mileage and performance. The carb should be cleaned a couple of times a year to prevent buildup and keep the engine running smooth.Remove the air cleaner unit from the engine by unscrewing the wing nut. You might need pliers to turn the wing nut if it is very tight.Vacuum off the top of the engine area to prevent dirt and debris from being sucked into the engine while the air cleaner is not in place.Spray the entire carburetor inside and out with carburetor cleaner to loosen the gunk and varnish. Use shop rags to wipe up any heavy grease and gunk loosened by the carb cleaner.Start the vehicle. With the vehicle running, spray carburetor cleaner down the throat of the carburetor and around the outside. The engine will pick up a bit as the vehicle burns the carburetor cleaner. Wait a few minutes and shut off the engine.Spray the outside and inside of the carburetor again heavily. Start the vehicle again and spray more carb cleaner around the outside and inside while the engine is running.Spray the entire air cleaner inside and out with carburetor cleaner. Wipe the air cleaner dry with shop towels. Install a new air filter element and re-install the air cleaner unit onto the carburetor.
A carburetor will not start when it does not yet enough fuel. A carburetor will not start if it gets too much. Fuel and not enough air.
Needs a tune up you are burning too rich, too much gas in the carburetor.
If vehicle has a carburetor--accelerator pump could be bad--kit availabe for repair/replacement If onlty happens when cold choke is either not adjusted properly or not working
Engine Won't Start in spite of "Spark" at the PlugsThere could be several causes for this, but only two come to my mind at the moment.Even with spark at the plugs, IF the timing of the spark is wrong then the engine cannot start. There is some kind of problem with fuel "delivery" to the cylinders. This could involve the fuel pump, pressure regulator for an injection system if so equipped, some defect in the computer controlling the fuel injectors, or on a vehicle with a carburetor, some defect within the carburetor.
Carburetor
The carburetor needs rebuilding.
