Rhode Island was the only colony that did not take part in the Constitutional Convention. Some say that this was because it was not fully attached to the other thirteen colonies

There was no design to having thirteen colonies. It was not part of any master plan. Each colony was founded for its own reason and purposes by its original settlers. It just turned out that there were thirteen.
It was the last of the Thirteen Colonies to be established as a colony, in 1733.
