NERF balls were invented in the year 1964
In 1997, in conjunction with Larami Toys, the "nerf blaster" called the SupermaXX was released. Hasbro created a line of foam projectile launchers using the Nerf material introduced with the Nerf Ball in 1970.
Nerf was formed in 1969 by Milton Bradley, the makers of Monopoly. 20 years later the first Nerf "weapon" was made, and Nerf was sold to Kenner by the end of the year. Kenner had Nerf until 1997 when Larami took it over. In 2001, Hasbro bought Nerf and shut down Larami, OddzOn (who helped produce Nerf guns) and Koosh (who had their own line of Nerf guns called Vortex). Hasbro then proceeded to sue Buzz Bee and Lanard later on in 2008, and then they bought Super Soaker.
The general consensus is that Nerf products hit the market in the 1970s. The year the first Nerf gun was released is unclear. Nerf products have been popular since their release in the 1970s, with the height of popularity ranging from the 1907s to the 1990s.

Due the fact that Nerf sells disc refills around the world to hundreds of thousands of stores, there is no real way to know the answer to this question. Sorry.
The first Nerf blaster made was called the Blast-A-Ball, released in 1989. It fired Ballistic Balls, featured nowadays in the Buzzsaw and the Reactor. The first dart-firing Nerf gun wasn't released until 1992. It was called the Sharpshooter.
