I am not certain of the exact model(s) involved, but there was a recall issued for oil pump replacement on the earlier 4 stroke model. Check with a Mercury Marine dealer to see if applicable to your engine, also through looking up your engine serial number, it can be determined if your engine has already been repaired through any recall campaigns.
Check and fix the engine.
On a 1997 Mercury Mountaineer : The " CHECK ENGINE " warning light is just to the left of the battery voltage gauge
If your check engine light is flashing , an engine cylinder misfire has been detected
An engine misfire has been detected
You have to check with the serial number that is on the engine.

If the check engine light is blinking that means that an engine cylinder misfire has been detected
2 stroke engines do not have a dip stick. The engine oil is mixed with the fuel.
