If you have flickering lights and smell wires burning in your Dodge Caravan, you need to get that checked out by a professional. This actually happened to me once too and my van started on fire, it was horrible.
One of the brake may be dragging or staying on. Check the calipers and hoses.

No. The headlights on a 1994 are individual and bought as an entire assembly. 1998 had a slight body restyling with the bubble headlights, requiring only bulbs to be changed instead of the entire unit.
