This is a Canadian answer and might not apply to other countries, but here, if you are in receipt of pretty much any kind of income, you are required to file a tax return every year.

If you are owed money through overpayments, Revenue Canada will probably not ever come looking for you. But, if you owemoney, you need to 'fess up' and file.

So, yes, in this country at least, you file every year. If you are owed money you will receive it. If you owe money, you will need to pay it, although Revenue Canada will normally offer very generous terms to help you ante up without undue hardship.
