I believe in california, like in many places they do not. More than 5 million state and local government employees have been exempt from Social Security. Another 100,000 clergy are also exempt. But while, they pay no FICA taxes they pay into private or school system type retirement accounts. They certainly do not get a free ride....they just pay to a different accumulation of "letters" under different sections of the IRS code. In CA your only recourse for an injury on the job is Workers Comp. Your medical insurance can not pay for expenses related to your injury at work. Asking them to do so and not disclosing that the injury occurred at work is insurance fraud.
